IATA CBTA Provider Hong Kong

Founded in 2007, LTK Consultant Ltd delivers Civil Aviation Department–approved dangerous goods and cargo security training for Hong Kong’s air freight community.

Our story

LTK Consultant Limited was founded in March 2007. Its Dangerous Goods Regulation Training Programmes were approved by the Hong Kong Civil Aviation Department in the same year.

In 2008, LTK was endorsed by IATA as a Dangerous Goods Accredited Training School after providing professional dangerous goods in-house training for cargo and logistics organisations.

Today LTK is an IATA CBTA Provider — delivering competency-based dangerous goods training and assessment aligned with ICAO Technical Instructions and Hong Kong CAD guidance.

Regulation update

What is CBTA?

In the 2021–2022 edition of the Technical Instructions, ICAO updated DG training requirements — moving from a categorisation approach to a competency-based approach (CBTA).

The DG training framework for Hong Kong and corresponding CAD application forms are designed to align with these requirements.

Recurrent training

Personnel must receive recurrent training and assessment within 24 months of previous training.

Training records

Employers must maintain records of training needs analysis, assessments and certificates.
